RFI: Innovative Solutions for Finnish Police Forensic Investigation Operations THIS IS NOT A PRELIMINARY NOTICE, A PROCUREMENT NOTICE, OR A CALL FOR TENDERS, BUT RATHER REQUEST FOR INFORMATION / MARKET SURVEY. National Bureau of Investigation is seeking for solutions (not only ready-made forensic products) to support Finnish Police forensic operations. The target is to identify components and capabilities that can form one integrated service and information system ecosystem for police forensic investigation operations. Respondents are encouraged to present innovative commercial, cross-sector or emerging solutions that could be adapted with reasonable effort and integrated with third-party solutions through open interfaces. The request for infromation is issued to gather information from market participants regarding innovative solutions, technologies and services applicable to police forensic investigation operations. National Bureau of Investigation is particularly interested in solutions originating from sectors other than forensic science, including healthcare, logistics, manufacturing, defence, critical infrastructure, laboratory environments, asset management and professional services. Solutions do not need to have been originally designed for forensic investigations. Respondents are encouraged to present commercially available products, platforms or services that could be adapted to forensic operations with reasonable configuration, integration or customization effort. The long-term objective is to enable one integrated service and information system ecosystem rather than isolated point solutions. The purpose of this RFI is to: • understand the state of the market, emerging innovations and relevant technology trends; • identify technical, functional, organizational and service-related capabilities available in the market; • identify solutions that may improve operational efficiency, quality management, traceability, resource planning, interoperability and decision-making; • support future procurement planning, including possible open procedures, competitive procedures with negotiation, innovation partnerships or other suitable procurement approaches. More details are in appendix 1. RESPONDING TO REQUEST FOR INFORMATION Respondents are invited to provide clear, concise and structured responses. Responses may include descriptive text, diagrams, references to standards, product or service descriptions, and anonymized case examples. For each proposed solution, respondents should explicitly state which RFI Part or Parts the solution covers. Respondents should also describe the interface technologies, integration architecture, data exchange mechanisms and relevant standards supported by the solution. We ask suppliers interested in participating in the market dialogue to respond to the request for information by submitting materials related to the solutions no later than Ocotber 21, 2026, to the following address: sopimusasiat.krp@poliisi.fi. Please use the following subject line in your message: "RFI: Innovative solutions for forensic investigation operations". If the response contains the supplier's trade secrets or other confidential information, we ask the supplier to label the documents "Trade Secret". Information received through this RFI may be used to: • refine the scope, requirements and implementation options for possible future procurements; • identify suitable procurement procedures and market capabilities; • support strategic planning, innovation roadmaps and potential piloting or proof-of-concept activities. Whether or not you respond to this RFI will not prevent you from participating in any future competitive tendering process. All responses to this RFI received from suppliers will be treated as preliminary, non-binding and confidential. The information will be used solely for the purpose of preparing the procurement. All costs associated with submitting a response are at the respondent's own expense and risk. The request for information does not oblige National Bureau of Investigation to carry out the procurement in the manner described in the request and the competitive tendering process may also be waived. National Bureau of Investigation may use the responses provided if it decides to conduct a competitive tendering process for the procurement. National Bureau of Investigation will make a decision on whether to conduct a competitive tendering process and on its timeline following the market survey. All information presented in the market survey is preliminary, is not binding on National Bureau of Investigation and may still change significantly during the preparation phase.,
