Aerial Imaging Service 2027 GENERAL Please note that this is a prior information notice (hereafter “notice”) and not a call for tenders. The information provided in this notice is preliminary and may change during the preparation phase. Hansel Oy acts in a consultative role in this procurement. DESCRIPTION OF THE PROCUREMENT National Land Survey of Finland ("NLS") is planning to procure aerial imaging service together with related data processing services. The aerial images shall be acquired using manned aeroplane. The intention is to divide the procurement of aerial imaging services into two separate tender competitions: A. SPRING AERIAL IMAGING: This tender competition would cover spring aerial imaging services for 2027. The total area of the target sites is approximately 20 000 km² in 2027. B. SUMMER AERIAL IMAGING: This tender competition would cover summer aerial imaging services for the years 2027-2029. The total area of the target sites is approximately 86 000 km² in 2027 and approximately 55 000-60 000 km² per year in 2028 and 2029. The ground sampling distance (GSD, pixel size in ground units) of the image data is 25 or 30 cm. NLS will determine the time windows for image acquisition, delivery schedules for the deliverables, and other requirements during the preparation phase. NLS is acting as a national expertise organization regarding procurement and processing of aerial imaging data. NLS also provides procurement services for its partner organizations, taking care of aerial imaging services acquisition from industry vendors. NLS is also responsible for all payments to the industry vendors. Moreover, NLS takes care of quality assessment and quality control of aerial image data delivered by the industry vendors. Imaging data, which is the target of the procurement at hand, is being used at NLS for updating databases and web services. Imaging data is also utilized by governmental partner organizations of NLS under the National Imaging and Laser Scanning Programme. Some of the partner organizations are the Finnish Forest Administration and the Finnish Forest Center, which maintains and updates forest resources information in Finland. Other partners to be mentioned are the Finnish Food Authority and the Natural Resources Institute Finland. MARKET DIALOGUE Companies that register by 9th October 2026 will be given the opportunity to provide written comments on the draft materials during the first commenting period (approximately 12nd October - 16th October 2026). NLS reserves the possibility for additional commenting rounds and/or meetings or phone calls if deemed necessary for the preparation of the procurement. Participation or non‑participation in the market dialogue does not affect eligibility to participate in the tender procedure.
