Air Navigation resource management system (RMS) The procurement unit conducted a competitive tendering process in accordance with the Finnish Procurement Act for the air navigation personnel resource management system as a service. The subject of the procurement was a ready-made system that meets the objectives set by the procurement unit and meets the requirements set. The procurement was carried out through an open procedure. The procurement unit selected one of the most economically advantageous suppliers based on the criteria stated in the procurement notice. The procurement has not been divided into parts because the procurement unit has assessed that the need can be met with a ready-made solution purchased as a service, for which the system supplier also offers an implementation project and necessary support services.,
